to set up in type from HBS the paaphlet in question. his refusing to print a document of this Bolshevistic character, Chang threatened personal violence and compelled the setting up and printing on the spot of several hundred sopies of the pamphlet, which he took away with him on completion.

The pamphlet, copy and translation of which I have the honour to enclose herewith, is an interesting expoad of the disruptive tenets disseminated by henchmen of the notorious Sun Yat-sen, who has recently given bombastic utterance in public in Hongzong to the high-sounding ideals of good government, allegedly based on the lines of that maintained in the Colony, which he aims at introducing in the newly recovered' Province of Kuangtung.

I am forwarding copies of this despatch and its en- closures to His Majesty's Consul-General at Canton, and to Mr. G. C. Denham, C.I.E., C.B.E., in Shanghai.
